Management fixes budgets by hiring a whole bunch of new employees and then firing the older employees to save on payroll. They often do this a few times of year around different departments. It was common to only have 1 or 2 people on a team that had been there for more than 5 years

The business is complicated, so it does take some time to get up to speed.
