Upper management does seem to be trying to do right. Pockets of awesomeness exist at the bottom.

Cons

The implementation of upper management's wishes for positive change is, in short, no change. Dictates come down from above, and teams say words that indicate that they're doing those things. And in the end history repeats. Quite a lot of dysfunction. If board members are reading this, try looking into the reality at the bottom. "Manure" gets filtered up repeatedly until you hear that "fertilization" is doing wonders. We all need to stop calling ourselves experts and instead bring in proven experts to guide at all levels.
