constant change and shifting of priorties career development and promotion not based on merit or performance internal job posting system is opaque, mid level management focused on personal advancement based on promoting the lastest "initiative" rather that whats best for the businesd overall

Advancement, Fast Track not available to all. You must have a friend or people that personally like you to get the best opportunities. You can do good work and just hold a job, but you may not reach substantial levels of success on merit alone. This is probably the case a more employers than not.
