Depending on your level, vacation, in half or whole days, is banked at a specific amount, monthly, and you can carry over vacation to following year as long as the carry over amount doesn't exceed your yearly total allotment. I'm not sure of the rules, but you can take some vacation hours before your "bank of vacation days" are built up, but I'm guessing the balance against your current vacation time will be taken from your final paycheck should you leave.
