Relative to the compensation of the employee base covered by it, the plans they offered were extraordinarily expensive. Since Maximus is one of the principle contractors for the ACA and a variety of other health care programs it is so ironic that they offer such crappy coverage.

they offer Kaiser, which is better than the other plans. Cost is about average from what I have seen, not as cheap as for government employees

It's not worth the money unless you have no choice.
