Very unfair policy with Flex Vacation move. People who accrued vacation will loose it without getting a dime. People who are negative on vacation benefits and company benefits in the end. This is not what other employers do while flipping to Flex Vacation. Check Sales Force for example.

Oracle learned from what happened with Kickstarter: If they offer "unlimited" vacation, employees will take even less time off.
New policy starting in June 2017: No mandatory minimum (which would actually encourage people to take time off), and as much time off as you want as long as your manager approves it. The keyword here is, you have to beg/apply for it, and your manager has to approve. Management doesn't even need a valid reason to turn it down. Oh, and if you do take time off, whatever accrued vacation you had from before the policy changed will get used up first. This way, when (not IF) they lay you off, they don't even have to pay a dime for unused vacation time.
TLDR: Flexible vacation time may work for some companies, but not with Oracle's toxic culture. This new policy is only good for Oracle's bottom line.

Average to below average. The mandatory PTO (it comes out of your PTO, it's not a company holiday) between X'mas and New Years is not cool!
