The vacation time was ok if you did not select to use your paid time off during their slow seasonal times. During the slow insurance season from November-January, you could opt to use vacation time to leave early if the call center was trying to decrease staff.

It is incremented ... The worst thing is you don't get all the days up front. You get a percentage each pay period. For example if you have 2 weeks of vacation or paid time off you only get it at a 6-7 hours added every pay period (every 2 weeks)
