Basically, the internal labor market serves as the check on the flexible work environment. You need to be someone that people at RAND want to work with or you won't be on projects. As long as you're an excellent team member, nobody cares if you work from home, come in whenever you want, etc. You do have meetings you need to be at, etc.

No one cares if you work from home. Some people are out 3/4 days a week and I see them at Costco.
