Rather than negotiate with insurance providers to get the best rates based on the number of employees they instead have each employee choose their own health insurance claiming that competition on the open market leads to the best options for consumers. It means that if an employee has problems with their insurance there is nobody in HR that can help because nobody is knowledgeable about that particular plan from that particular insurance provider. If you have a problem, the only real remedy is waiting for months until open enrollment and hoping the next provider you chose will be better,
