If a carrier, in line with a federalistic system, is either a citizen or soldier or soldier or citizen. That is a citizen-solider as per selective service. Then leave is given with great respect for such federalistic system.
However, since property destruction may not fall in line with civic veritas then this would imply constraints upon such tenure at the Postal Service.
It is still "5-star" though, because I am not a member of the office of the post-master general.
