Didn't pick up the call either. And then after some persistence, he picked and said he didn't get any feedback so far, so mostly it's negative. He said he never conveyed initially it was a positive feedback. Just turned the plates with utter lie. Extremely unprofessional and cheap behavior by Citi HR. General advice for the companies/HR, whatever the feedback, just inform the candidate. We take efforts, and also come on-site to attend interviews. Have some basic courtesy.
