I took a phone call with the recruiter, then one with the hiring manager. The recruiter was fast - sent my application on to the hiring manager and arranged a phone call with him the next day. (Although I didn't approve the time beforehand).
Recruiter asked the right questions to screen me. The hiring manager had to spend more time explaining things to me, as it was in an area I was unfamiliar with. He did tout his own accomplishments, and ultimately, what the area director was interested in accomplishing. He did not ask me a lot of questions, leading me to believe that he had lost interest halfway through the phone call. He spent a lot of time explaining why he had taken his new role, however.

Interview
Very rigorous process. Multiple steps including remote interviews. They are focused on candidates and their experience, knowledge, skills, attitudes, and behaviors, as these will better reveal which candidates are most likely to be successful in the position. The interviewers were very knowledgeable and asked pertinent questions. The whole process lasted no more than 3 weeks. I had 3 interviews and a final one with the country lead. The TA department was very helpful at times.
