first round of interview process was basic phone screening. i was told by a recruiter that i would interview with the hiring manager along with one other candidate but never did, but the recruiter was respectful enough to let me know the hiring manager's feedback

The interview turns out just want to hire a technician. Does not value learning ability or provide growth potential.
Fresh Ph.D. is like trash. (Partially true to the industry, but it's the first time that the interviewer will call you just to tell you this). Why not just turn down the resume....
