HR Cloud Software Engineer interview questions

I applied for software engineer online, I interviewed at HD Cloud. This is the worst experience I encountered ever. The phone screening was scheduled 3 days after my applied was completed. The interviewer had a very short temper, and all those questions he asked were not even tech questions. Soon after that, I got a letter "sorry after carefully review of your ability and skills, we decided to pass on your candidacy". How ridiculous, if I was pre-disqualified, you shouldn't be scheduling the first round of phone interview. And how could you announced "after careful review of your skill and ability" without even one tech related question?
