I was brought into an interview on short notice, and interviewed by four persons.
The job responsibilities that were talked about did not reflect a position that was given a salary range of 80-120,000 annually. One of the first responsibilities that I was told about was the physical scanning and organizing of physical documents, something that is more suited for an office assistant.
Actual change management and crisis management aspects of the job were not discussed until much later in the conversation, and it was clear that the persons interviewing me had very little idea about what emergency management and change management actually entails. I tried discussing some of my experience with creating back-ups for personnel shortages, IT problems, natural disasters (flooding has been a problem in many areas in the City), and this seemed to fall on deaf ears.
I was then praised for my performance at this interview, and told that I can expect a response within a week or two at the most. I did not hear anything back, despite several follow up emails, for about 2 months.
When I reviewed the organizational website many months later I found that one of the people interviewing me was actually in the position I interviewed for. Clearly this was just a formality to provide the appearance of a real recruiting process.
