The name of the game is rating, and so - if you are one of those, who know how to look good, regardless of how really good you are, and feel comfortable playing this game, you will do well and likely be happy, as many of the managers only care about how good they (and their subordinates) look.
Cons
The name of the game is rating, rather than quality, and as a result you will find yourself amazed by some of the managers you will see (technically clueless, unwilling to pull up their sleeves and have their hands dirty with details and become involved, unwilling to actually help in removing/resolving obstacle their team faces, ...); rating in favor of quality also implies covering/hiding issues, which e.g. might risk deadline commitments. Some of the departments are plainly and truly sweatshops.
