Most (not entirely all) management are only concerned with using / manipulating employees, primping their ego, advancing themselves at any cost. there is no attempt at true leadership or leading by example.
Most are very average but ambitious, want to be in charge but that's the only thing they have, no real intelligence, or organizational, technical or people management skills. Very poor.

They will hire incompetants off the street to tell you what to do, should the in-house incompentants be running out, rather than promote from within
Offshoring was always a bad idea now they are realizing it's not cheap and it's not the way to get good work done
