Definitely two levels in this company and two cultures; the senior executives set the objectives and say jump in quite vague terms, and the middle and lower management often say how high and are left to interpret the execution of the jumping, which often means that business units have varied performance. Somewhat of a 'dead man's shoes' path to promotion, although managers do support internal job applications and are encouraging.
