Stable job. They love to boast about not having laid of employees. Since they use a large contractor force they are able to let them go without touching their employees.

Lower level management and Directors are terrified of the C level. Salaries are low and their are no bonuses or compensation for completing business objectives. Salary levels are defended in meetings as being in line with average field salaries. This is achieved by using basic titles such as "Systems Analyst" or Security Engineer". Since these are very generic titles compared to your job functions it allows CHS to compete on paper.
