Previous CEO was clueless about technology, and replaced a capable and nice CTO with one who showed poor ability and poorer character. The new CTO was shown the door within a few months, but by then a lot of damage had already been done.
Also, the business leadership had a well-earned reputation for flailing and switching strategies.
