Poor company policy - Poor Interview Process Allscripts Employee Review

I have given interview for SQL DBA and manager said you will receive a call from HR. After sometime I get mail to submit documents for 2nd round HR interview process, after submitting all the documents now they say me our budget is too low, If the company budget doesn't fit the criteria then why they have scheduled my interview process and taken all the docs. They are wasting candidate time as well as playing with candidate feelings.
