Reporting structure is very shaky and people are put in positions they should not be in. No support from upper management when issues are voiced and managers claim to not be micro managers but there is a lot of passive micro management going around. Mostly due to inexperienced managers still trying to do the job of their direct reports or still trying to learn how to do their own jobs.
