They earn income and save it in the bank, but when you have grant run programs that can barely keep afloat financially... they dont spend any of their own money to support their own employees but would rather the individual program fail. The agency heads dont understand all of their own programs. They have their expertise and dont care to learn anything else. Individual employees have to look out for themselves. Gossip and rumors run rampent.
