Pros
Many people have been there for 5+ years and are very knowledgeable about the systems and infrastructure. Occasionally, an area/team that definitely needs an overhaul get a new director and the opportunity to revitalize the team.
Cons
Sometimes connection power can keep a person in a position or elevate them to a position that they simply are not prepared for and are not yet capable of fulfilling the needs of their team. This does a disservice to their employees, leadership, and the efficiency of the entire team causing excellent employees to leave the team.
