An increasingly top-heavy idea factory, that inordinately supports vanity (low-value/high visibility ) and failed projects, hires a lot of highly compensated contractors without clearly defining business needs , and wastes tax-payer dollars that are meant to fund healthcare for low income and disabled Oregonians by not exercising stewardship and focusing on core business functions . Being the largest Medicaid plan in the state is it’s saving grace .
