Frequently changing HR policies(some absurd) regarding performance appraisals. They come up with some formulae so that you won't get much of your variable pay(for most projects).In the one year I worked, appraisal criteria changed twice. Not much drive in the higher management team, just trying to show savings on costs rather than planning for concrete business strategies.
