communication is a mess at every level. Upper administration to lower, administrative to academic, deans to department heads, and so on and so forth. Processes are inconsistent and out of date. Many buildings are poorly maintained and unsafe to work in. Resources are scarce, and that has lead to entirely too much work for entirely too few people. It is actively making employees sick. This in combination with no merit raises for three years has led to widespread malaise and a destructive turnover rate.
