C level management has no ability to prioritize projects. They want to do every project and as fast as possible. They have the money to do it. Unfortunately that leads to them spending more money than they needed to, burning out their staff and often getting an inferior product or result. They also choose to pay there non clinical staff far below the Silicon Valley average. However they are more than willing to pay consultants and contractors and exuberant amount of money because it goes on capitol budget instead of operating budget. This leads to valuable knowledge leaving the company.
