Pros
Very good benefits package, especially generous holidays, annual leave, sick leave, and bereavement leave. Flexible hours...discretion to work whatever hours are needed to get the job done. Can be a good opportunity to work with some cool technology and make a positive difference, i.e. help make a county government function better and do a better job of delivering its services to the tax payers.
Cons
Correlation between actual expertise and job classes is out of whack, and badly needs to be inventoried and re-synchronized to restore a sense of fairness among non-management employees. Performance ratings depend not only on your own manager, but the assessments of other managers who you don't necessarily report to. Whether you get a promotion requires consent of all division managers. Work can be extremely compartmentalized so that skills are not well-rounded and balanced...which has prevented some employees from earning a promotion, only available to someone who acquires a complete skillset. The delegation of responsibilities does not support balanced skills growth.
