Absentee management with no leadership, responsibility or direction. Overall government operation does not care about standard employee salaries. Group is understaffed for responsibilities. Most of budget is directed to school as apposed to county employees. Multiple years with salary frozen and/or sub inflation rate increases. Bi-annual reviews with no merit pay applicability.
