Pros
There is so much good among the staff and clients at Horizon but this is not enough to offset the impoverished state of management at the top which is starving the agency of its lifeblood. Everything from lack of cash flow, abuse of staff, mismanagement, disregard for professional expertise of staff, lack of career advancement, lack of focus, and lack of promise clouds whatever good remains.
Cons
Great leaders are active listeners, fluid thinkers, and know when to dial it up, down, or off. In the case of Horizon, the CEO doesn't listen, doesn't care, and thinks only of himself. In order to be an effective leader of a public, community-based organization, one has to understand the concept of “service above self." In Horizon's case, it's self above service. There is no one at Horizon that desires to be led by him because it's clear he's leading them in the wrong direction. Ego, pride, and arrogance are not positive leadership traits. In short, there's a vote of no confidence from staff. Period.
