They are generally contractors themselves who manage to ensure they and their roles are protected, with no concern or interest in what that approach does to those actually doing the work. They are entirely client-facing but not necessarily focused, they'll happily do what the client says even if they know it isn't the best approach. After all, every bad decision by the client means more remedial work and a longer contract.
