Very obvious old design based on celebration of the owners. Be in the office because they own it, Ostentatious office space for top execs but old and claustrophobic working space for everyone else.
Good Ol' Boys Management that protects itself rather than enabling work.
Things are broken enough that company is afraid of its systems and will not allow fixing the underlying problems
