HR is slow to process anything. PQL people are hard to deal with and generally get anything they want when they want it and how they want it. Upper management is slower than HR to make any decisions and even slower to share information. Upper management seems to "know" that they are short on personnel in the Lenexa office, and claim to be doing something about it, but appearance of doing something about it indicates that they are not doing anything about it.
