Lack of leadership integrity and lack of an environment of trust. - Organization leadership lacks the skills to lead the organization of this size from both a programmatic and operational standpoint. They are looking for yes people they can control rather than folks that have the skill to take ownership over their roles and move the organization toward a better state. - Organization lacks transparency and has little desire for coordinated improvement across the regional offices.
