They'll hire another manager to help figure out why they're struggling when they won't pay for a 3rd engineer. so much turnover that if you leave, they might just hire you back as a contractor and you can get paid better. they're lenient on when you can leave if you have to because they know they don't compensate you well enough for you to care insurance is expensive and covers nothing.
