Mid level management is a mess, project engineers take any work that they can get to keep the numbers looking good. Engineers are typically young and inexperienced with project management which means that there is always a panic when a project is due and they find that there is not enough resources to produce a quality product by deadline. Overtime is expected due to poor project management and finger pointing is rampant between offices. Layoffs are common when numbers are low. Layoffs typically start at the bottom. Brown nosing really does pay off at Tetra Tech such as sitting next to the big guys during staff meetings, asking a lot of useless questions and laughing at stupid jokes by management. Very 80's style management.
