When FHI merged with AED the two companies broke each other. High indirect rate that does not support projects. Projects do all the work and the rest of the company pays itself high salaries and only works on new business development to keep the high salaries of senior staff and over priced office buildings. The regional offices are filled with high salaried ex-pat staff that have enormous amounts of benefits that charge projects but don't contribute to any of the project work. USAID should audit this company for charging the US government tax payer for salaries for work that is not related to projects as well as high indirect rates that don't support projects.
