There are peaks and valleys which affects recruitment and retention. There’s significant turnover in manufacturing which leads to frustration and burn out.

Pay is not competitive leaving current employees burnt out. Management implements a tiered promotion system that takes five years to make the base wages of other local companies. Time off is lacking outside of regular days off. Benefits are nothing to call home about.
