The opportunity to work on projects that are long term and there can be considerable flexibility in the approaches taken, and you have opportunities to define your own projects

Cons

As with many places the fear of litigation can make thing move very slowly

Decent overall benefits package. Pension is a nice perk.

Cons

To any competent engineer who likes to be well utilized, contribute, have influence over a project and generally feel good about their work and accomplishments, this is probably not a good fit for you. Process, politics, micromanaging, etc. combine to ensure that most are distant from and uninspired by their efforts. I have seen numerous workers advance beyond their abilities while a lot of more capable employees get held back.
