Its series of small firms within a large firms. The corporate structure, and the management structure is not conducive to creating good design. Too much money minded. Project managers are the ones who have more control than designers. You might see a project being done by others when you are the experienced person to work on that project because people/principals want to keep their people billable and hence dont care whats or who is best for the project.
