The latter itself is not a problem per se, except to the degree that it can make it difficult to try new things because one needs to convince people of the likelihood of a successful outcome ahead of time, which may stifle new ideas.
- I get the impression that many of the business units are viewed as legacy cash cows whose existing customer base and revenue generation are prioritized over taking on newer initiatives (the company has a modus operandi of acquiring companies aggressively which can lead to a lack of incentive to innovate internally, but I suspect this varies by business unit).
