Investigate For Collusion/Price Fixing!

Pros

If you are a small home care agency, you can be a partner in their network of other similar agencies, secretly agreeing to manipulate prices, explicitly or implicitly! No need for competition, since you can share the market and maintain prices at a certain level. You can be a part of this cartel-like market, sharing clients, and controlling wages! Why not let clients pay more than they would in a competitive market? It's a win-win situation between Honor and the partner agency that gets "powered" by Honor, who will staff shifts and do the administrative back office tasks for a nice cut of the money that a client pays!
