Office politics, raises only once a year and you really have to reinvent the wheel to get a decent raise

Pros

Good benefits if you are budgeted. Friendly atmosphere. Provide PD opportunities with limited resources. Take care to celebrate successes. Competent leadership.

Cons

It can feel like a slow moving cargo ship. Changes occur in a very deliberative way which can be good or bad. Things getting a bit top heavy on the staff side of things. Need more folks whose job it is to actually realize the services, not just talk about them in meetings.
