Upper management doesn't seem to trust anyone. They micromanage. No middle management can make a decision because upper management is so hard to get a hold of, and if they make a decision without talking to upper management they can easily find that decision reversed. Upper management also tends to make snap decisions based on old data, and will not listen to rebuttal arguments with current data. Although the technology exists to allow many of the employees to work from home they are not allowed, even during blizzards. Salaried employees are not given any leeway as far as hours - if they have to come in late one morning they are expected to make up those hours, however if they have to stay late one night working a project they are not allowed to come in late the next day.
