Disorganized. No raises, no promotions unless you're willing to move your family across the country and depending on your location, no overtime. They act like they want to know what's wrong but refuse to implement any changes. It's incredibly difficult to fire anyone so you're free to coast or just do outright bad work with no repercussions. Everyone gets a raise when it comes to raise time anyway, why bother?

Middle and upper management are very mis-guided. They chose to act only in ways to benefit themselves and advance their own careers.
