Difficult to move such a large organization nimbly. Effects from small changes were hard to predict unless you sought out departments on the pipeline multiple times to explain what was happening/what you needed. Not a lot of flexibility available further out from the "problem." Not a great amount of upward mobility without continued degrees (even in unrelated fields).
