Pros

Job security, high impact on DoD. You can take your vacation without feeling guilty.

Cons

Does nothing to reward high performers, as pay-rasies are largely seniority-based. In hot fields (e.g., IT) salaries are only competitive for late-career folks.

Pros

Breadth of research topics were incredible. Many opportunities to take on new responsibilities.

Cons

To much pressure to take on new "clients" at the expense of quality performance on existing projects.

Pros

You get to work on interesting problems/tasks; good compensation and benefits; good work/life balance; nice and intelligent coworkers

Cons

Not too many cons in my view; fairly flat management structure - if you are interested in being promoted into a management position, then probably not the place for you
