Responsibility is allocated out to who they want to give an opportunity to, rather than who could do the tasks the best. Watching someone being trained to do things you've known how to do for a year plus, and knowing they probably make twice what you make while being half as productive is asinine.
During mass data editing, they literally brute force revisions to inane things like phone number categorizations by having people go through accounts manually and changing tens of thousands of things for months at a time. Insane!

Beta, Smart, Thompson, everyone is doing things differently, leading to Account Services to be basically a tutorial and secretarial function for the PCA's, who in turn have the same banal relationship to their FA's. Once the PCA's learn how to operate Smart, the entire department will become irrelevant to the function they were originally entitled to be and struggle to have any relevance at all.
Management seemed to utilize little or no objective, meritocratic insight into their workers performance, and didn't seem interested in doing so. The highest level that observed associate, entry level workers was the Senior Account Services Associate, through which all determinations of performance seemed to be measured according to whim. You can put in great stats in terms of output, accuracy and rate of work, but it seemed to not matter at all unless the Senior Associate liked you on a personal level. Very unprofessional, favoritism and bias were rampant, with decisions being made with "atmosphere bringing" (quote) over objective stats.
