Cons
Lack of raises, actual cuts in take home over the past few years and hard work not rewarded with money. This may not change for the next few years. Some departments are very political and this can detract from the mission of the department. Old form of government which can makes the govt function at less than optimum. Many legacy systems and processes, which can be difficult to figure out and navigate. Departments isolated from each other, so there may be a lack of resource sharing. Each dept run like a independent small business (can be good or bad). Lack of professional training and networking with other professionals in same position in the state-which can lead to lack of innovation and effectiveness.
